‘Hostile elements’ threatening Iraq

THE United States yesterday moved into the final phase of its military involvement in Iraq, with administration officials saying the war was ending even as the new commander of the remaining 50,000 troops warned of the ongoing threat from "hostile elements."

The transfer of authority came a day after President Barack Obama announced the shift from combat operations to preparing Iraqi forces to assume responsibility for their own security. Obama made clear in Tuesday’s speech that this was no victory celebration.

A six-month stalemate over forming a new Iraqi government has raised concerns about the country’s stability and questions over whether the leadership can cope with a diminished but still dangerous insurgency.

Newly promoted Army General Lloyd Austin also maintained a somber tone as he took the reins of the some 50,000 American troops who remain in Iraq, with a deadline for a full withdrawal by the end of next year.

He noted "hostile enemies" continue to threaten Iraq and pledged that "our national commitment to Iraq will not change."

"Although challenges remain, we will face these challenges together," Austin said during the ceremony at the opulent al-Faw palace of ousted dictator Saddam Hussein.

Authenticity of the Cao Cao tomb still doubted

Chinese experts and amateurs are still questioning the claim by China’s archaeological authority that an ancient tomb belongs to Cao Cao, a cunning general and ruler some 1,800 years ago.

Yan Peidong, an amateur archaeologist, told Xinhua Wednesday that he has collected evidence showing some of the items excavated from the tomb, in Xigaoxue Village of Anyang, Henan Province, had been purposely forged.

Citing one of his discoveries, Yan, a native of Hebei Province, said he had visited an illegal workshop in Henan where workers admitted they had made fake items for the tomb.

However, Pan Weibin, chief archaeologist leading the authorized excavation project of the tomb, made an announcement on Aug. 27 saying the excavation was conducted using scientific methods and more than 400 items so far found in the tomb were genuine.

He further said he was considering filing a suit charging critics with slander.

Pan also refuted Yan’s previous claim that his excavation team had accepted more than 2.3 million yuan (more than 337,600 U.loves how it frees his travel bag from lots of excess weight and is excepted from the TSA’s normal cool laptop bag removal rulesS. dollars) from the Anyang government.

"I have no idea how Yan got that figure. We have never received the money," Pan told Xinhua Wednesday.

"Archaeological research should not be used for the benefit of a certain region. We must be responsible with the history," Yan stressed.

"There are many unsolved mysteries behind the tomb, so it’s still early to confirm its identity," said Liu Xinchang,,prada bags cheap, a famous specialist of Cao Cao tomb research.

Key index indicates rebound of China’s economy

Manufacturing in China rebounded in August, easing fears of a steep correction to the economy, analysts said.

The Purchasing Managers’ Index (PMI), a major indicator of economic activity, rose to 51.7 percent in August, up 0.5 percentage points from the July figure, and reversed a three-month fall in the growth rate, the China Federation of Logistics and Purchasing said on Wednesday.

The index considers 50 to be a benchmark figure and the dividing line between economic expansion and contraction. Anything above 50 indicates expansion.

Economists have been concerned about a slowdown, especially when US growth dropped to 1.6 percent in the second quarter,The small loan came as a relief to the poor villagers who spent the money to finance funerals, buy stationery for children from a previous estimate of 2.4 percent in July. This leather black laptop bag makes a perfect addition to anyone’s outfit.

Neither is news on the job front in the European Union good with the unemployment rate hitting an almost two-decade high.

A research note from the Industrial Securities said the rebound showed domestic demand is playing an increasingly important role, with the nation relying less on foreign trade for growth.

"China’s recovery in the third quarter is helping prevent the world from a double dip recession," the note said.

Zhang Liqun, a researcher at the State Council’s Development and Research Center, said he believed the PMI rebound indicated that China’s economy was not likely to see a steep correction.

"But attention should be paid to the big rebound in the Input Price Index (IPI), which might increase pressure on companies’ costs."

The IPI jumped 10.1 points last month to 60.5.

"Overall, the leading indicators in August point to some near-term strength in manufacturing activity and a rebound in input cost pressures," said Peter Redward, head of Emerging Asia Research at Barclays Capital.

"Looking ahead, we expect a further pickup in the headline PMI in September before moderating in October."

However, Lu Zhengwei, chief economist of Industrial Bank, said he believed the rebound was largely due to seasonal factors.

Historically, the PMI tended to rise month-on-month from August to September, after declining from May to July.

"Without seasonal factors, the rebound is quite weak and should not be regarded as a signal for economic recovery," Lu said.

Despite the improved PMI statistics, most economists believe China’s economic growth will continue to slow in the coming months.

"We expect gross domestic product (GDP) growth to slow further, bottoming at 8 to 8.5 percent year-on-year in the fourth quarter as the impact of the property tightening becomes more apparent and export growth slows," said Wang Tao, head of China Economic Research at UBS Securities.

"But the new investment programs announced this year will help push up investment and GDP growth from the first quarter of 2011, and we expect the growth to be 9.5 to 10 percent for the whole year," Wang added.

Investment prospects still bright

Recent media reports about failed Chinese attempts to invest in the United States might have slowed the overseas expansion of many enthusiastic investors, but, with a good business platform and proper business strategies, investment potential in the United States is still very promising, experts said at the Southern Governors’ Association (SGA) annual meeting.

Zhou Wenzhong, China’s former ambassador to the US and now secretary-general of Boao Forum for Asia,,Fashion boots, is trying to build a link between China and local US businesses.

"For Chinese investors, it is difficult to deal with 50 individual states and so we need to set up multi-state cooperation, such as with the American South," he told China Daily.

Many Chinese investors, especially small- and medium-sized enterprises, are "very keen" on overseas investment but lack enough resources and access to business opportunities, he said.

For instance, business data, market analysis and legal services are very much needed for Chinese investors as many of them are not familiar with the complicated US investment environment and legal system.

"In the US, about 95 percent of the investment areas do not need the review from the administration and Chinese investors should try to avoid investing in the 5 percent that is sensitive," he said.

"If they do invest in sensitive areas, they should do more homework and consult with experts. I believe where there is a will,Festival staff members have also examined expenditures and have taken action, from not hiring staff children stationery to not reordering there is a way."

But the former ambassador noted that as the mid-term elections are approaching in November, US’ pressure on the Chinese currency and increased trade protectionism may affect Chinese investment in the nation.

"I hope the governors can work together with us to improve this important bilateral trade relationship," he said.

Most participants in the meeting were surprised to know that there already is "Invest in America", an established platform to promote investment in the US.

"It is the best kept secret so far," Suresh Kumar, assistant secretary for Trade Promotion and director-general of the US & Foreign Commercial Service with International Trade Administration of US Department of Commerce, told the meeting.

The program is the primary US government mechanism to manage foreign direct investment promotion.

It focuses its efforts on facilitating investor inquiries, conducting outreach to foreign investors, providing support for state and local governments’ investment promotion efforts, addressing business climate concerns by serving as ombudsman in Washington, DC for the international investment community, and offering policy guidance.

It has its biggest overseas network in China, with about 100 trade professionals in five offices in Beijing, Shanghai, Chengdu, Guangzhou and Shenyang, he said.

China tries again to eliminate ‘little coffers’

CHINA is making a new attempt to stamp out illicit accounts known as "little coffers" – money that officials skim from public funds.

The latest clampdown on the long-standing practice has fingered several thousand officials nationwide since April. Some 322 of them were referred to judicial departments.

Nearly 25,000 cash boxes were discovered involving 12.2 billion yuan (US$1.8 billion), the Beijing-based Legal Daily reported yesterday.

China has launched similar nationwide crackdowns in 1989, 1995 and last year.

An official circular titled "Directions on Deepening the Crackdown of Small Exchequers" warned that officials’ attempts to hide illicit accounts or spend funds "in a blitz" will lead to "harsh punishment."

"The illegal phenomenon has resulted in inaccuracy in accounting,,UGG Mini 5854, disturbance in market order,,MBT SHOES, losses in state income and property and corruption," it said.

Central and local departments now have more access to more cash than ever before, and diversion of these funds is a serious problem.

Guangdong prepares for storms’ fury

The tranquility in the air before tropical storm Lionrock’s possible landing on Wednesday night in Guangzhou calmed no one in eastern Guangdong province.

Clouds gather above Taiwan’s Hualien city as tropical storm Lionrock approaches, September 1, 2010.

Huang Shidong, 53, a villager of Jingzhou township in Chaozhou city, was among 30,000 local fishermen who docked their 1,500 boats for the approaching storm.

The eastern corner of the province, where 70 percent of the local income is derived from the fishing industry, is most likely to feel the first strike of the tropical storm, which on Tuesday joined forces with another tropical storm, Namtheun, as well as a typhoon, Kompasu, to threaten South and East China.

Chaozhou city authorities raised their warning for Lionrock to Level 2 on Wednesday, as local officials readied the city for any post-typhoon disaster efforts. The three designer laptop bag styles include a large Tote bag with a quilted laptop section and multiple pockets for girly stuff

Huang, who has fished for 40 years, told China Daily that tropical low pressure systems like those in this current season are the "most evil monsters" for the fishermen working on the South China Sea.

"The power of typhoons in early autumn is terrible on the sea," Huang said. Here’s one for the guys–the Expand-It bags for laptop Messenger bag by BBP Bags. "It can be so strong that it easily devours boats."

The director of Chaozhou city’s water affairs bureau, Zhang Muguang, said one of the biggest concerns for the city is a large amount of rainfall. He added that the typhoon that slammed into the region in 2006 wiped out one-eighth of its annual income.

"Floods and landslides are in the cards following big rains," said Zhang.

Local authorities on Wednesday said tropical storm Lionrock would bring heavy rains and strong gales to Southeast China’s coastal areas, closely following tropical storm Namtheun, which hit East China’s Fujian province on Tuesday night.

According to the Guangdong provincial observatory, tropical storm Lionrock had weakened but was moving quicker at 10 pm on Tuesday, heading toward the coastal cities of Guangdong and Fujian provinces.

Moving at a speed of 83 kilometers per hour, Lionrock is expected to make landfall in the area from Guangdong’s Shanwei city to Fujian’s Xiamen city, late Wednesday or early Thursday, and might strengthen before landing, said Lin Liangxun, forecaster of the observatory.custom engraved stationery; writing instruments; eyewear; leather goods; and, fashion accessories

Lionrock will bring heavy rain to the area from Tuesday to Thursday.

Tropical storm Namtheun made landfall in Hui’an county in Fujian at 11:50 pm on Tuesday and was expected to weaken early Wednesday afternoon.

Meanwhile Typhoon Kompasu is approaching the west sea area of the Democratic People’s Republic of Korea and is expected to travel at a speed of 25 to 30 kilometers per hour for the next 24 hours, Lin said.

Lionrock lashed Taiwan on Wednesday on its way to the Chinese mainland, bringing heavy rains and howling winds to areas battered by a deadly typhoon just over a year ago as a stronger front churned toward the Korean peninsula.

In Taiwan, authorities have cancelled classes, called off work and set up evacuation space for 19,000 people.

‘No smoking’ law comes into effect in Guangzhou

A local smoking-control law came into effect Wednesday in Guangzhou, the capital of south China’s Guangdong Province.

The law covers all of Guangzhou City. There, smoking in most public places, like offices, conference rooms, halls and elevators, is strictly prohibited.

Places of business larger than 150 square meters or having more than 75 seats may designate an area for smokers.

Those who break the law will be fined 50 yuan (about 7.35 U.S.,Australian ugg boots, dollars) and businesses not meeting their obligations will be fined up to 30,000 yuan.

However, some doubt the law is enforceable.

Hu Angang, an economics professor at Tsinghua University, said weak smoking-control in China means measurable goals should be included in the twelfth national development plan.

"Putting goals into the national plan shows great political will from state leaders. So the whole of society, especially local governments, will implement it without hesitation. The plan is a binding document for the government," said Hu.

Shanghai began implementing a regulation to ban smoking in 12 types of public places March 1 in an effort to have a smoke-free World Expo.

Shanghai declined a 200-million-yuan sponsorship deal for the 2010 World Expo from a tobacco company in July 2009.

One of the world’s largest tobacco producing and consuming nations, China manufactures about 100 billion packets of cigarettes each year.

It has a smoking population of 350 million, about one third of the world’s total smoking population.
